Yes, this is the problem. It was hard for me to find out why I wasn't
getting SGR output because all the documentation I looked at said it
was on by default. I appreciate it is not a problem with upstream
groff. I suppose the solution is to note that the user should look in
the documentation for their installed version of groff, and ask
distributions of groff to document it (or reconsider having this
variable in the first place).
