If there is no more specific error message, troff just
failed to locate the font in the directories given with
the TROFFONTS environment variable.

Same as before. I think it's due to some other reasons, like the ttf font,
as I put it into ~/ucblib/doctools/font/devps along with
GaramondPremrPro.otf and budmo.ttf. The other two fonts work well with or
without TROFFONTS environment variable.
