This problem is caused by the check for the promise that a .P immediately following a .H will be ignored (from groff_mm.7: "An eventual paragraph, P, directly after H will be ignored, H is taking care of spacing and indentation."). Since the current vertical position on the page is the same as it was after the .H, the .P is getting ignored. I had a patch that is in 1.19.3 to make the promise above work ... but it looks like I broke this on the way!
