INSTALL.gen in the groff top source directory proposes to run
`make check'. But it does not work, it produces the following
error message:

$ make check
#Making a new site.exp file...
if /bin/sh -c "runtest --version" > /dev/null 2>&1; then \
runtest; \
else \
echo "WARNING: could not find \`runtest'" 1>&2; \
fi
WARNING: could not find `runtest'
###
So runtest is lacking. I do not know where to get it.
