You are exaggerating.

We have different point of views how documents should look like. I
favor a look which resembles the paper output as much as possible --
and the texinfo format is basically intended for printing out the
documentation, not for viewing it online.
Besides this, it's beyond the user control, AFAIK, to change the page
numbering of the table of contents within a texinfo document.
groff.texinfo is already (ab)using the texinfo macros to its extremes:
I've sent many bug reports because I want to have an optimal layout,
and recently I've found another one (the jumping footers, as mentioned
previously).
What you should do is to complain on the bug-texinfo mailing list that
the current page numbering system is not well-suited for online
reading. Or even better, submit patches to do that with a new
command, say, @flatpagenumbers.
