[Groff] UTF-8 Readiness

Is the current CVS of groff, utf-8 friendly. I'm working on a project to 
create base utf-8 support for a distro. I know the main concern from my 
research is the fact that groff at the time didn't like the utf-8 
encoding, but looking at the list these issues may of been addressed, I 
just wanted to verify before I wasted my time.
