Visually they might turn out to be equivalent, but they are semantically different and thus the visual equivalence would be fragile.

> (dhhvGE//fvED) (,4) (ce/fgED//ffd)

This consists of three syllables: \GreSyllable \GreBarSyllable \GreSyllable. As a result you will get intersyllable spacing before and after the bar. Since the middle syllable is a dominican bar without any text attached, the spacing around it is governed by `bar@dominican@standalone@notext` which defaults to 0.2323 cm. The rubber component is governed by `bar@rubber` and defaults to plus 0.22787 cm minus 0.02 cm.

> (dhhvGE//fvED,4ce/fgED//ffd)

This is a single syllable (\GreSyllable), so the spacing around the dominican bar in the middle is governed by `bar@dominican`. The default value here is 0.1823 cm plus 0.22787 cm minus 0.00469 cm. Since this is different from `bar@dominican@standalone@notext` the two are not really visually equivalent (though the naked eye probably won't catch the 0.05 cm difference). Further, since their rubbers are different, they will stretch and shrink differently to make line breaks pretty (something you won't see when just running them on their own).

It is only if `bar@dominican@standalone@notext + bar@rubber` and `bar@dominican` are the same that the two expressions will always be visually equivalent.
