I just can assume that you're using a key server that does not
answer your request - see [1].
I am using hkp server pgp.mit.edu, it works fine when using gnupg from
the command line. My gnupg is from Fink, and the conf file in
$HOME/.gnupg/. It seems GPGMail knows about my keys in that directory,
but I don't know if it also uses the conf file there to find the
keyserver.
