This isn't the case; MSDN's archives are incredibly comprehensive, and you can 
download just about anything Microsoft has ever made from them long after any 
official support has ended.

Checking, I see that you can still download MS-DOS and 16-bit Windows 3.1 
installers if you somehow need them for something.
