I think that this was a small (experimental) project emerging from the
Mozilla Festival. There was a session at mozfest this year:

Hi Gloria,
The governance list is to discuss how the Mozilla project is run, not to
announce all the initiatives, nor to discuss government policies in
particular.
However, I am not sure what list the ITU/WCIT was or should be discussed
on. Several google searches and a look at the most obvious Mozilla lists
did not turn anything up. Does anyone know?

We still looking for sponsors to attend the ITU meeting. My colleague María
del Pilar Sáenz (cced here) is who will attend the meeting, her visa is
ready, but our government confirmed us very late our participation as part
of their delegation and all this delayed her visa application and was the
main reason whereby I won't attend. Who is driving this? there is an extra
deadline?
