[Gossip] How to Add a new Mailing List to the Mail Archive?

Hi,
I am new to the Mail-Archive, i would like to add a new Mailing List to
the Mail Archive, and i didn't understand the description in the FAQ
text.
 
Please help me, how to create a new mail archive,
