I'm not sure but still think that you should use googlewave.com domain instead of wavesandbox.com. Check this link it may be of help:

It can be GAE or some other hosting. You just need to register your robot to be able to use oauth. About chat you've mentioned...you need to have some event handler in that chat that will call robot's method when the user add new message. You could pass that message to robot's method and robot on his turn could create new blip in the wave.
