This sounds like a job for
http://www.google.com/fusiontables/Home/

Can just use that directly. Can restrict it so only certain users can view
table/map. This bypasses using a Maps API at all.


If you want to put it on your own website, and not display the data
publiclly, will NEED Maps API Premier.
With Maps API Premier, can load data from a private fusion table too.
