It always has been a part of the terms of use. The terms of use are the same in every city. The _intent_ behind the restriction I would guess is to prohibit developers using Google services to provide a SatNav type application. As that is exactly what you seem to want to do, I don't think you will find a way around the terms. What constitutes 'real time' (update every minute? every 5 minutes? any multiple updates during one journey?) is a matter of interpretation. Google's lawyers may take a different view to you, it might be wise to consult your own lawyer.
