Try to initialize markerclusterer with the

maxZoom option

or

setMaxZoom( zoom level );

This defines the zoom level at which clustering is enabled. The lower
this value the earlier are the real markers being shown - and vice
versa.

But this is also dependant from the distance of your markers. If the
markers in a cluster are close together the higher the zoom level they
are being unclusterd.
