The email-the-moderator functionality isn't really a maps question, but I would hesitate to use email for this - maybe you have noticed if you click on a mailto: link ona a webpage it tends to open some program like Outlook which nobody uses and they (ie, me) just close straight away. But if you are making a form to put in the info window you can easily enough have that form submitted to the server and then emailed to you. I would think hard about giving users access to delete or modify markers, even temporarily. That seems to be inviting abuse to me. Something that occurs would be for the marker or infowindow to show a flag that it has comments/requests for change (and maybe a summary of those comments) which would stay until the admin has accepted/rejected the request for modification. hope that helps. good luck.
