No. This is an example of where you might get a more useful answer if you tried to describe what you wanted.
Your first example is the display of an encoded polyline, which was developed by the author in the way he describes on that page. Your second example is a Google Geochart http://code.google.com/apis/chart/interactive/docs/gallery/geochart.html. Google Geochart allows you to easily "highlight" countries, states, and Metropolitan areas on a chart.
