Exactly, its not ok. Think of it, Googles lawyers (or anyone really) have to be able to visit your site, and interact with the map as your intended end users would. In effect your end users have to be the general public. General public from a country that couldnt send you any money to use a fee-based service.
A Google map on your site, without content is really just a Google Map - its not your application. To be making a useful Google Maps API application - it has to do something more than show a plain map.
