Yes there seems to be a lot of spam (my opinion) on the project page.
Including a popup.

The source looks OK from what I can see, although I'm no C# expert and
can't say if the source matches the downloads.

You should post the file(s) that don't match the hosting  license.
Most GPL projects don't put the correct verbiage in the source, heck
we are developers and sometimes don't have time to bother with that
nonsense when there's coding to be done.  Unless there is specific
language that conflicts with GPL the priject is host under the GPL so
is GPL.
