I don't think we've ever rejected the idea of "project of the week"
sort of thing, featuring projects we think are cool.  But that's very
different than having 'leaderboards' with numbers about who committed
the most this week, downloaded the most, etc.  That's what we don't
want.

Really, it could be as simple as featuring a cool project each week on
our blog, and then putting that blogpost right on the
code.google.com/hosting start page.
