Hi Joel, You can use Google Charts for free, (see https://developers.google.com/chart/terms) but you can't include the code itself in your product. Nor is the source code available. The Google Charts library is loaded into browsers in compiled and obfuscated form; though it is JavaScript source, it would not be practical to try to modify it.
Perhaps if you tell us more about what you are thinking of doing, we could suggest alternatives.
