When posting a job opportunity it's helpful to include:
* at least a hint as to what the job is
* at least a hint as to what the salary will be
* since it's a contract, how long and what are the terms
* since it's in Plano, TX, is it a remote gig or in office?

I certainly wouldn't jump on an interview knowing only that it's a contract 
job in Plano, TX.

And a total aside: better use of $1000 would probably be paying $100 to the 
person who interviews (regardless of whether they get hired, after 
filtering of obviously bad faith people). It would be a signal that the 
company is serious and at least compensate people for their time spent 
interviewing when they don't get hired for reasons other than obvious 
incompetence.
