​When you hover the mouse pointer over the link, does it display what the
link is?  Google Chrome shows you in the lower left (or sometimes right)
corner of the screen.

If there is nothing there, and if your mouse pointer doesn't change shape,
it means they (the people who created the webpage) forgot to add the link.

When a business puts their business contact only in a mailto: link and
nowhere else, it probably means they don't want to be contacted.
