I believe this is just a bug in apt-get not properly reporting updates; it
is actually downloading:

https://gitlab.com/gitlab-org/omnibus-gitlab/issues/628#note_2434657
https://bugs.launchpad.net/ubuntu/+source/apt/+bug/589941

Give the download a few minutes to go. You may be able to monitor the
download in /var/cache/apt/archives/partial.
