## Which issue does this PR close? No issue filed. Backport of #7350 to `branch-1.1`. ## Rationale for this change GitHub retires the `macos-14` runner image on November 2, 2026 ([actions/runner-images#13518](https://github.com/actions/runner-images/issues/13518)) and already cancels jobs on it during scheduled brownouts. After that date the macOS PR build would fail on every pull request against `branch-1.1`. ## What changes are included in this PR? Cherry-pick of the #7350 commit: moves both jobs in `pr_build_macos.yml` that pin `macos-14` (the native library build and the aarch64 test matrix) to `macos-15`. Both images are Apple Silicon.
