## Which issue does this PR close? Closes #6975. ## Rationale for this change The filter and projection wrappers duplicate metric ownership and execution-plan delegation. A shared implementation prevents them from drifting. ## What changes are included in this PR? - Extract `MetricOwningExec<T>` while retaining both operator aliases, accessors and downcasts. - Preserve metric ownership during execution-local child replacement; use fresh metrics for plan rewrites and resets. - Forward partitioning hints for both operators and add metrics lifecycle tests. ## How are these changes tested? - Operators unit tests: 44 passed. Core dynamic-filter tests: 58 passed. - Workspace Clippy (`-D warnings`, all targets), Rustfmt, Prettier and source-archive RAT passed. - Spark 4.1 / JDK 21 compilation passed.
