I have prepared a draft based on the five personas proposed in this issue: 1. Embedded query engine builders 2. Distributed query engine builders 3. Database builders 4. Python users 5. Java users The page follows the structure of Ballista's user-persona documentation, with dependencies and PR red flags for each persona. One intentional difference is that I describe it as a review checklist rather than a strict additive-only contract. DataFusion's existing API health policy allows carefully discussed and documented breaking changes, so the draft links to that policy and the upgrade guide.
