### Is your feature request related to a problem or challenge?
From what I can tell, `starts_with` when called with utf8view will have its
arguments coerced to a regular utf8 array type.
### Describe the solution you'd like
I'd like datafusion to use utf8views throughout the call to the
`starts_with` arrow kernel function that does appear to support utf8 views.
### Describe alternatives you've considered

### Additional context
When putting a debug statement in the `invoke` method of the `starts_with`
udf.
```
> CREATE TABLE t AS SELECT starts_with(arrow_cast('alphabetsoup',
'Utf8View'), arrow_cast('alpha', 'Utf8View'));
starts_with args: [Scalar(Utf8("alphabetsoup")), Scalar(Utf8("alpha"))]
