[git-buildpackage] Fix buildpackage-rpm to honor mock build options

The man page for gbp buildpackage-rpm has:

[ --git-mock-options=OPTIONS ]

However, this currently has no effect.  Nor is there any effect if you set:
mock-options = xxxx

in .gbp.conf

The attach patch fixes the behavior of buildpackage-rpm such that it honors any options that are to be passed to mock.
