The resulting RPMs have bad requirements:

dnf localinstall git-buildpackage-0.9.22-0.noarch.rpm git-buildpackage-common-0.9.22-0.noarch.rpm git-buildpackage-rpm-0.9.22-0.noarch.rpm Last metadata expiration check: 1:37:44 ago on Thu 29 Apr 2021 02:47:31 PM EDT.
Error:
Problem 1: conflicting requests
 - nothing provides devscripts needed by git-buildpackage-0.9.22-0.noarch
 - nothing provides dpkg-dev needed by git-buildpackage-0.9.22-0.noarch
Problem 2: conflicting requests
- nothing provides python needed by git-buildpackage-common-0.9.22-0.noarch
Problem 3: conflicting requests
- nothing provides rpm-python needed by git-buildpackage-rpm-0.9.22-0.noarch (try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)

Obviously, devscripts and dpkg-dev are not going to exist in RHEL.

python needs to be python3

Not sure what "rpm-python" is supposed to be?
