I have search and tried many different options for the last five days but
with no luck so far.
If you know how to build the spatialite extension jar file for a fee please
let me know.

Would someone provide some guidance on how to build a  Spatialite extension
.jar file for geoserver ?
Currently, there are no spatialite .jar extension available for 2.15, 2.16.  
gs-spatialite-2.14.x.jar exist but contained nothing, an 22bytes with empty
file.

I have tried the following but spatialite .jar file extension does not
exist.

I have download geoserver (tries 2.14.4, 2.14.5, 2.15, 2.16 and 2.17) and
followed this instruction from this URL site

However, I can't not find the spatialite extension .jar file anywhere base
on the above link.

I have compiled and build GEOS and PROJ successfully.  It doesn't help
because I can not find the Spatialite .jar file anywhere

So, I continue searching and found these spatialite repo

I have tried different combination between geoserver and gs-spatialite and
nothing has work so far.
Meaning, the geoserver will able to startup by it self but as soon as I
added any of the gs-spatialite .jar version into the
.../webapps/geoserver/WEB-INF/lib   then the geoserver will not able to
startup.

I have look into the log file and there are errors that indicated the some
Java bean errors, it seems missing some of it dependencies that is why the
geoserver can not start up.   I don't what those dependencies are.

What are those?  I can compile java codes and build the jar files if I can
find the right source codes that with work with the geoserver.
Where can I gather them and build the correct .jar file for the geoserver ?
If you have any suggestion please share
