GeoServer can be a component in just such a solution, for examples (or
perhaps a starting place), have a look at both GeoNode and GeoNetwork
(which uses GeoServer as part of a catalog or portal application).

Consider GeoServer as a component as part of a larger system you are
constructing. if you have budget you may wish to reach out to some of the
folks on our commercial support page to get a running start on this
activity.
