The geoserver Developer docs can be found at: https://docs.geoserver.org/latest/en/developer/ (basically you should use Maven to build things if you don't want to shoot yourself in the foot. Also you may want to check out this pull request: https://github.com/geotools/geotools/pull/2344 ps.
