That's one giant jump, the backwards compatibility and upgrade procedures
are
surely not tested for that step.
I don't have a solution, but maybe you can try with the following:
* Check plugins, do you have any installed? Which are they?
* Try saving the "security" folder of the data directory somewhere and them
remove it from the data dir, see if that gets you back
  control of the UI (the security configuration changed several times since
2.2, maybe something in the upgrade mechanisms
  is not working as expected)
* The login UI has been made pluggable recently to allow logins by other
forms, Alessio, you developed that, any quick idea
as to what might cause the default form login not to show up?

Don, can you also share a screenshot of the UI, just in case?
