Hi, GeoServer allows users to do many things, one of them is to publish data and make it available trough WMS but is up to the user to publish the data in GeoServer: http://docs.geoserver.org/stable/en/user/services/wms/index.html
GeoServer supports several data formats (more are available thought plugins): http://docs.geoserver.org/stable/en/user/data/index.html#data Not sure what you mean by image of Brazil, but you could publish some Open Street Map data in GeoServer or more simple datasets like the administrative areas: http://www.gadm.org/country From the site above you can download a shapefile for Brazil administrative areas and simply publish it on GeoServer.
