Are the non-english fields encoded as you expect in a plain WFS response 
without a filter? For example:
http://localhost:8080/geoserver/wfs?service=WFS&version=2.0.0&request=GetFeature&typenames=ws:layer1&count=10

This will help us diagnose whether the filter is the problem.
