It is a way of signalling to clients that this layer is hard to see through
and should be used as a baselayer. It maps directly to the opaque layer
attribute in the GetCapabilities document (see table 6, p30 of the spec
<http://portal.opengeospatial.org/files/?artifact_id=14416>).
