Just have to ask a silly question: You didn't do both of "placed it in the Tomcat webapps folder" AND "deployed it via the Tomcat app manager", did you? Only one of them is necessary..

I have stopped the existing Geoserver instance and installed Tomcat v9. All good so far. Downloaded a Geoserver WAR file placed it in the Tomcat webapps folder and deployed it via the Tomcat app manager. Whilst the WAR file does upload into Tomcat it will not start. On the Tomcat App Manager page a message comes back with the following: FAIL - Application at context path /geoserver could not be started.
