GeoServer does not do harvesting, the only way to configure new layers is
to
manually configure them, or use REST config to automate the configuration.
Same goes for picking again all the metadata from the remote server,
the only thing I can think of without changing geoserver code is to
re-create the layer
Of course it shoudl be possible to develop some sort of actual
harvester/automatic
config/automatic configuration, I'm sure there would be interest by some
part of the user community, the trick is finding someone willing to code
it, or to fund it
