Hi,
The error is not directly a Geoserver error but it means that there is some
trouble in communication between Geoserver and Oracle. Hopefully you have an
Oracle DB administrator there and you can just ask to resolve the ORA-28040
problem for you. The error seems to have something to do with the versions of
Oracle server and jdbc client and what the Oracle side is configured to accept.

Did you add the new "gsnsw" workspace through the "Workspaces" page and did is
appear the the list of workspaces after pressing the Submit button?
