I do not believe that this functionality is available. You can use the
Rotation property to rotate the icon by 180° (equivalent to mirroring
across both the vertical and horizontal axes.). If your icons are symmetric
this might do the trick.
Otherwise I think the most expedient option is to create mirrored versions
of your icons and select between them in your style. I have used
GraphicsMagick in the past for this type of batch image editing. The style
itself could use dynamic symbolizers or simple sld filters to select
between the icons.
