There's only a weak relationship between the bounding box for a feature
type and the actual extent for the data. If you add features to your
database after GeoServer starts (common, often you start with an empty
database) the bounding box will not be updated until you recalculate it,
so you should definitely be able to seed / truncate areas outside of
this box.
Maybe a warning in the logs, but definitely not anything to suggest a
hard error.

GeoServer lets the user do something that silly but probably
shouldn't? At the very least it should tell the user the bounding
boxes don't overlap.
