I was able to find the last running version (2.1.2). For 2.1.3 the EPSG database changed (7.5 -> 7.9). I downgraded the EPSG.zip in the gt-epsg-hsql.jar and 2.1.3 shows now the correct lat/lon bbox (did not test to downgrade the EPSG.zip from the latest Geoserver version).
