Hi, Your main consern is, if I understand it correctly, this: "We don’t want others to be able to download the full number of features in those layers using the “outputformat=SHAPE-ZIP” url method." What is the practical differense for you if your users could not download data as zipped shapefiles, but they could still get the exactly same data in GML format?

If you are up for a hack, go into WEB-LIB/lib, look for the wfs jar, open it, open the applicationContext.xml file contained in it, and comment out the bean declaration associated to such output format, that should do it. Or even better, consider adding support for really configuring the output format availables (checklist of available formats, with a possibility to disable some).
