Two and a half ways to filter out stuff, then it's up to you how to set up your 
data to be filtered as you want:
1- namespace vendor specific parameter: 
.../geoserver/wms?request=GetCapabilities&namespace=topp
2- virtual services: .../geoserver/topp/wms?request=GetCapabilities
2a: specific layer: .../geoserver/topp/states/wms?request=GetCapabilities
