The GeoServer extent comes from the official EPSG database, the extent is
declared by EPSG, not computed by us.
Being a UTM zone it cannot cover more than 6 degrees in longitude, so it
definitely cannot cover "most of Europe",
though normally a UTM like zone can be used from the equator up to 84
degrees north.

The area declared often takes into account the regions in which the
projection is actually used.
Take for example http://spatialreference.org/ref/epsg/3004/, it's another
UTM like projection but
it's defined to be valid only over Italy because that's where it's actually
used (the fact that it's using
a custom datum centered roughly in Rome also means it's accurate in the
vicinity of Italy, but
not so much elsewhere).
