Take a at using vendor options in you .sld TextSymbolizer
I have found them very helpful is resolving labeling issues some of
which are gwc related.

Hello,
I 'm using Geowebcache to improve the performance in map consulting and
the map is loaded quickly.
However, i incounter anomaly in viewing of labels linked to polygon
geometry.
Sometimes, there are serveral labels for the same feature.
It seems the geowebcache treatment generates one label for all tiles
which overlaps the polygon geomerty.
My configuration is : Geoserver 2.1.3, windows 2008
Sory for my bad english, if someone have a solution for my problem, i'm
interesting.
