It seems you are using a version of PostGIS that is too old for GeoServer
2.1.3.
I believe we support PostGIS 1.2 and upwards, but not completely sure,
don't have these old versoins and the PostGIS documentation is not clear
on when the "st_*" function names were introduced and when the ones without
the st_ prefix ceased to exist
