remember tomcat itself needs to edit certain files in there when you 
config geoserver via the web, so watch out there.

my 2c would be that while it's possible play with permissions on the www 
folder/files in the geoserver data dir you'd be better off (in my 
opinion) spending a little time migrating any static content to a dir 
visible via apache (your /~user/ dir ?) and editing that instead. having 
apache in front (proxying requests to tomcat/geoserver) gives you lots 
of nice abilities and leaves tomcat free to just do geoserver stuff.
