I've tried with the tiger-ny demo map:

and zoomed in to the max (scale 1:10) onto one of the points and I can't
seem to reproduce the issue.

If you have a reproducable setup please open a bug report at 
jira.codehaus.org: data, styling, and a few samples of
the request that should be working, but are not
